Board Recognition. The union recognizes the prerogatives of the Board to operate and manage the school district in such areas as, but not limited to (except those management rights expressly waived in this Agreement): A. direct employees; B. hire, promote, transfer, assign, and retain employees; C. relieve employees from duties because of lack of work or funds or under conditions where continuation of such work be inefficient and nonproductive; D. maintain the efficiency of District operations; E. determine the methods, means, job classifications, and personnel by which District operations are to be conducted; F. take whatever actions may be necessary to carry out the missions of the Districts in situations of emergency; G. establish the methods and processes by which work is performed. H. establish, ▇▇▇▇▇▇, delete, and enforce rules and regulations: I. determine the method, number, and kinds of personnel by which operations undertaken by employees are to be conducted, including the kind of work to be performed by employees or others, and the places and manner in which it is to be performed.
