Both parties recognize. (1) The principle of promotion within the service of the Employer. (2) That job opportunity should increase in proportion to seniority. Therefore, in making staff changes, transfers, or promotions, appointment shall be made on the basis of a competition among applicants. Where the skill, ability qualifications and experience of the applicants are relatively equal, then seniority will be the deciding factor. Appointments from within the Bargaining Unit shall be made within three (3) weeks of postings. The job shall be filled within one (1) week of appointment.
