The parties to this MOU recognize that the timely exchange of information on the operations and administration of the agency is essential for the minister to meet their responsibilities for reporting and responding to the Legislative Assembly on the affairs of the agency. They will keep each other informed of the results of stakeholder and other public consultations and discussions. d. The minister and the chair will meet at least semi-annually or as requested by either party, to discuss issues relating to the fulfillment of the agency’s mandate, management and operations. e. The deputy minister and the CEO will meet at least monthly, or as requested by either party, to discuss issues relating to the delivery of the board’s mandate and the efficient operation of the agency and the provision of services by the ministry to the agency. The deputy minister and the CEO shall provide timely information and advice to each other concerning significant matters affecting the agency’s management or operations. f. The agency and ministry will adhere to the Public Communications Protocol set out in Appendix 3 to this MOU regarding their responsibilities relating to issues management, engagement and consultation, media responses, and news releases.

The chair cases or proceedings before the Commission or the courts are re-directed to the Commission. Any response made by the Minister's office to the inquiring party will ensure indicate that the minister is inquiry has been forwarded to the Commission and that the Minister cannot interfere with an enforcement investigation or proceeding. d. The minister may delegate some of the agency’s mandatemeetings to an associate minister or parliamentary assistant. ii. If the minister deems the agency to be low-risk, management and operationsthe minister may reduce the number of meetings to twice a year, instead of quarterly. e. The deputy minister and the CEO will meet at least monthly, or as requested by either party, to discuss issues relating to the delivery of the board’s mandate and the efficient operation of the agency and the provision of services by the ministry to the agency. The deputy minister and the CEO shall provide timely information and advice to each other concerning significant matters affecting the agency’s management or operations. f. The agency and ministry will adhere to comply with the Public Communications Protocol set out in Appendix 3 1 to this MOU regarding their responsibilities relating to for ongoing issues management, engagement public communications and consultationpaid advertising. f. Inquiries received by the minister's office regarding an application before the commission will be re-directed to the commission without comment. Any response made by the minister's office to the inquiring party will indicate that the inquiry has been forwarded to the commission and that the minister cannot comment on regulatory proceedings. g. The NEC director may meet on a regular basis with the responsible MNR director or manager to ensure coordination of program delivery, media responsesfacilitate the resolution of issues or make recommendations on any matters identified by the minister, deputy minister or chair. Frequency of regular meetings will be determined upon agreement of the NEC director and news releasesresponsible MNR director or manager and ad hoc meetings may be scheduled at the request of either party.

Through consultation with the ministry, AgriCorp will ensure that the Ministry has the opportunity to review, in advance, any non-routine public announcements which may present a ministry communications opportunity. i. The agency Ministry and ministry Agency shall designate positions in the Operational Agreement that are responsible for sharing and coordinating information between the Ministry and the Agency on matters that affect the Agency and the Ministry respectively as well as other duties that may be assigned to them in the Operational Agreement. j. The governance framework developed collaboratively between the Ministry and the Agency and predicated upon a transparent “no surprise” approach to communications, planning and relationship management will adhere be included in the Operational Agreement. This includes the committee structure and terms of reference. k. The Chair, CEO, Deputy Minister, or designate by the Deputy Minister, may work together, as appropriate, to ensure full and open collaboration on the Public Communications Protocol set out in Appendix 3 to this MOU regarding their responsibilities relating to development of materials for briefings, or appropriate escalation of issues managementto, engagement the Board and consultation, media responses, and news releasesthe Minister.

Communications and Issues Management. The parties to this MOU recognize that the timely exchange of information on the operations and administration of the agency OFA is essential for the minister Minister to meet their his/her responsibilities for reporting and responding to the Legislative Assembly on the affairs of the agencyOFA. The parties also recognize that it is essential for the chair, on behalf of the board of directors Chair to be kept informed of the government initiatives and broad policy directions that may affect the agencyOFA’s mandate and functions. The minister Minister and the chair Chair, on behalf of the boardBoard, therefore, agree thatas follows: a. The chair Chair will ensure that keep the minister is Minister advised, in a timely manner, of all planned events or issues, including contentious matters matters, that concern or can be reasonably expected to concern the minister Minister in the exercise of their his/her responsibilities.; b. The minister Minister will consult with the chair in a timely mannerChair, as appropriate, on broad government Government policy initiatives or legislation being considered by the government Government that may impact on the agencyOFA’s mandate or functions, or which otherwise will have a significant impact on the agency.OFA; c. The minister Minister and the chair Chair will ensure the consult with each other party is consulted on public communication communications strategies and publications. They will keep each other informed of the results of stakeholder and other public consultations and discussions.; d. The minister Minister and the chair Chair will meet at least semi-annually annually, or as requested by either party, to discuss issues relating to the fulfillment of the agencyOFA’s mandate, management and operations.operations and the Chair will report to the Minister regarding any issues or events involving the OFA, including decisions or opinions of the Board, that may concern, or can reasonably be expected to concern the Minister in the exercise of his/her responsibilities; e. The deputy minister Deputy Minister and the CEO will meet at least monthly, or as requested by either party, required to discuss issues relating to the delivery of the boardBoard’s mandate and the efficient operation of the agency and OFA, including any issues relating to the provision of services by the ministry Ministry to the agencyOFA. The deputy minister Deputy Minister and the CEO shall provide timely information and advice to each other concerning significant matters affecting the agencyOFA’s management or operations.; and, f. The agency OFA and ministry Ministry will adhere to the Public Communications Protocol set out in Appendix 3 of the MOU, as may be amended from time to this MOU regarding their responsibilities relating to issues management, engagement and consultation, media responses, and news releasestime.
