Consensus Understandings. On the basis of previous discussions and negotiations at the staff level under the framework of the Project description set forth in Article II, the Parties acknowledge that they have reached a consensus understanding with respect to the following terms, conditions and limitations for the wholesale sale, transmission and delivery of potable water from Green Bay to Pulaski.
