This Agreement shall pertain only to those employees whose job titles fall within Certification SE-5971 or by mutual Agreement of the parties and shall not apply to non-permanent employees appointed to nonpermanent temporary, emergency or seasonal positions, nor to durational positions of six (6) months or less.
