Contract Goal. Consultant shall make Good Faith Efforts, as defined in City of Houston Ordinance No. 99-893 and 49 CFR Part 26, to subcontract 30% of the dollar value of the prime contract to small business concerns at least 51% owned by one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which 51% of the stock owned by one or more such individuals, and whose management and daily business operations are controlled by the socially and economically disadvantaged individuals who own it. "Socially and economically disadvantaged individual" means a U.S. citizen (or a lawfully admitted permanent resident of the United States) who is: Any individual who the City finds to be socially and economically disadvantaged on a case-by-case basis; Any individual in the following groups. members of which arc rebuttably presumed to be socially and economically disadvantaged: "Black Americans," "Hispanic Americans," "Native Americans," "Asian-Pacific Americans," "Subcontinent Asian Americans." "Women, or any additional groups whose members are designated as socially and economically disadvantaged by the SBA, at such time as the SBA designation becomes effective. The Consultant shall be required to submit information concerning the DBEs. including the DBE prime contractor, if any, that shall participate in this Contract. The information shall include the name and address of each DBE; a description of the work to be performed by each named firm; the dollar value of the Contract or subcontract; bidder's written commitment to use such DBEs; and written confirmation from the DBEs that they are participants in the Contract. If the Consultant fails to achieve the Contract goal stated therein, it shall be required to provide documentation demonstrating that it made Good Faith Efforts. DBE prime contractors must meet goals and make Good Faith Efforts on the same basis as other Consultants, but DBEs may count toward goals the work that they commit to perform with their own work force, as well as work performed by DBE subcontractors and DBE suppliers. The Consultant shall establish and maintain records and submit regular reports, as required by the Director and the Director of the Office of Business Opportunity, which shall identify and assess progress in achieving DBE subcontract goals and other DBE affirmative action efforts.

Contract Goal. The ▇▇▇▇▇ County Health and Human Services Agency, Public Health Department (HHSA) will contract with the ▇▇▇▇▇ County Community Action Department (CAD) and Tri-Counties Community Action Partnership (TCCAP) to perform vaccine outreach, education, and coordination to leverage existing clinic providers and materials. The contracts with CAD and the TCCAP Wellness Team will be to increase staffing capacity under the grant, and coordinate existing staff and consultants, to meet the grant objectives. The overall goal for this funding is to increase local vaccination rates through the leveraging of the CAD staff, and TCCAP network of staff, volunteers, and consultants using social media, hotlines, education, outreach, and clinic coordination and support.
Contract Goal. Increase access to direct and legal services to survivors of gender-based violence (GBV) through trauma-informed, empowerment-based, survivor-centered, and culturally responsive supportive services, legal representation, and law enforcement support. Violence against women can take many forms and generate complex intersections. Providing trauma-informed, victim- centered, and empowerment-based support requires screening for, and addressing, different types and intersections of victimization. Community Solutions’ Solutions to Violence Division is committed to upholding a collaborative and intersectional approach to GBV. In addition to direct services, survivors require access to free legal services, self-sufficiency programming, and law enforcement support.
Contract Goal. ARRC runs a completely race-neutral DBE program. Accordingly, this contract has no specific contract goal for the participation of Disadvantaged Business Enterprises (DBEs). ARRC does have an overall annual goal that it strives to meet, however. The ARRC therefore strongly encourages the contractor to use the services of small businesses, including DBEs, as subcontractors whenever possible.
