Common use of Contracting Officer’s Technical Representative Clause in Contracts

Contracting Officer’s Technical Representative. A Contracting Officer's Technical Representative (COTR) may be designated to represent the Contracting Officer for the purpose of coordinating with the vendor in administering the technical aspects of performance for a particular customer's account. For Transfer- Pay customers, the Interagency Agreement (IAG) point-of-contact as identified on the delivery order will serve as the COTR for the requiring agency unless otherwise notified. For Direct-Pay customers, the COTR shall be as designated on the direct-pay notification or customer agency purchase order. The COTR may issue written or oral instructions to fill in details in the scope of work set forth in the contract via the Contracting Officer. The COTR is not authorized, however, to make any changes that affect the contract amounts, terms and conditions. The LC Contracting Officer is the only party authorized to make any changes that affect the terms and conditions of the contract or to bind the Library of Congress.
