Deferral of Service. The Transmission Provider may defer providing service until it completes construction of new distribution facilities or upgrades needed to provide Wholesale Distribution Service whenever the Transmission Provider determines that providing the requested service would, without such new facilities or upgrades, impair or degrade reliability or safety to any existing distribution services.
