Delivery of Bids. Bids are to be addressed to the Owner, at the address and room number shown in the Invitation to Bid. Bids must be enclosed in an opaque, sealed envelope; marked with the Bid Date, Bid Time, Bid Number, Name of Project; and identified with the words "Bid for Construction.” Bids must be placed in the hands of the Owner at the specified location by not later than the hour and date named in the Invitation to Bid. After that time, no bids may be received. It is the sole responsibility of the bidder to ensure the delivery of the bids to the required address.
Delivery of Bids. Garfield County will only accept electronic bid submissions during the COVID-19 crisis. All bids must be submitted via the Rocky Mountain E-Purchasing System (RMEPS) at ▇▇▇.▇▇▇▇▇▇▇▇▇▇▇▇.▇▇▇/▇▇▇▇▇▇▇▇. It is the responsibility of the vendor to ensure that electronic bids are submitted prior to bid closing time. The Procurement Department does not have access or control of the vendor side of RMEPS. If website or other problems arise during response submission, vendor MUST contact RMEPS to resolve issue prior to the response deadline at ▇▇▇- ▇▇▇-▇▇▇▇. Electronic bids shall be uploaded as a single PDF file.
Delivery of Bids. A Bid shall be submitted no later than the date and time prescribed and at the place indicated in the Advertisement or Invitation to Bid. The two envelope system will be used for bidding this project.

Delivery of Bids. Offers received after the time and date of bid opening will be returned unopened to the appropriate bidder. If a deliverer (UPS, Federal Express, Express Mail) can provide documented proof as evidenced by the signature of a hosting employee that substantiates the claim the bid was delivered to the proper place prior to the time and date set for bid opening and, through fault of hosting personnel, the bid did not get to the proper authority, the bid will be considered. Offers delivered in Express Mail, Federal Express, UPS or any other such deliverer’s envelope shall be sealed in a separate envelope inside the deliverer’s packaging. Failure to do this may cause the bid to be inadvertently opened and thus rejected.
Delivery of Bids. 1. The Bid Proposal form must be received on or before said date and time, neither the dating of the Bid Proposal form nor placing it in the mail by this date will meet the legal requirements pertaining to this bid. Any bid received after the bid opening date shall be marked "LATE BID" and returned to the Bidder unopened.
3. The district will not be responsible for any delays in delivery. It is solely the responsibility of the Bidder that bid proposals reach the above destination by the above stated date and time.
4. Bids or alterations by fax or telephone will not be accepted.
5. The district shall not be held responsible for the receipt of any bids for which the delivery was attempted and failed due to the closure of the district offices as a result of a Force Majeure Event (including but not limited to: acts of God, strikes, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods or other natural disasters). In the case of such events, each bidder shall be required to ensure the delivery and receipt of its bid by the district prior to the new date and time of bid acceptance.

Trade secrets and confidential information contained in the bid so identified by Bidder as such will be treated as confidential by Mesa County (County) to the extent allowable in the Open Records Act.
