Detailed Scope of Work. A. Cleaning of Areas underneath and surrounding Fly Ash & Bed Ash Silos 1. Cleaning of Area underneath & surrounding areas Fly Ash & Bed Ash Silos on daily basis by accumulation / collection of Ash by using a JCB (of model: 3D or equivalent) / Loader (of suitable capacity). Minimum 1 No. JCB / Loader shall be owned / possessed by the Contractor. This accumulated / collected Ash shall be loaded into Open Truck and transported to designated locations as directed by Engineer In-charge. Further, the Contractor shall ensure that there is no accumulation of ash in the area, which may hamper the normal truck loading process. This cleaning activity will be done daily as a routine job. Contractor shall provide the said JCB on Running Hour basis. The JCB / equivalent equipment deployed at Site shall be equipped with an Hour meter for measurement of the Running Hours for the Operation of JCB. Further, the JCB shall be retained at Site till the cleaning of Silo areas gets completed for the day. The capacity of JCB / Loader should be such that, it can load Ash in to a single axle / multi-axle trucks easily. 2. Contractor shall deploy JCB / Loader, everyday, from 8:30 AM to 5:30 PM. During requirement of execution in extended Hours, Contractor shall keep the JCB deployed till the execution of the job, for the day, as directed by Engineer In-charge. However in case of urgency, Contractor shall make the JCB available in one hour notice other than above time, if required so. 3. Contractor shall own / possess minimum 1 No. multi-axle Open Truck, which shall be deployed every day, for transporting the collected Ash as above to a distance of about 7 km (one side) from any of the Silos, as directed by GIPCL’s Engineer In- charge. 4. The Contractor shall deploy for day to day job execution, the same (i) JCB or equivalent for accumulation / collection of Ash and (ii) Open Truck for transportation of this accumulated / collected Ash to designated locations, as per the ownership / possession shown of aforesaid machineries / equipments / vehicles in accordance with the minimum ‘Eligibility Criteria’ (Clause No. 5 of SECTION – A above). 5. The weighment shall be done at GIPCL’s Weighbridge. Gate pass will be generated for each loaded trip after weighing. The duly signed/stamped gate pass copy, at receiving end by either security personnel or concerned representatives, will be the supporting document for arriving at the quantity of spilled ash removed/lifted and transported and dumped to a maximum distance up to 7 km (One side) by Contractor. At end of day, the total Ash transported shall be reconciled along with GIPCL. 6. Contractor has to take tare weight & loaded weight of truck at GIPCL’s Weighbridge to derive net weight. Payment will be made for actual weight of ash transported in each vehicle. If Weigh Bridge is not in service or out of order, average weight transported of previous one month will be considered for billing purpose. 7. Contractor will ensure that during loading & transportation of ash, there is no spill over from truck. If any spillover of ash is there during lifting/loading or transportation, Contractor has to immediately clean the area at their cost immediately. 8. Contractor shall get all the Vehicles deployed by him at site, certified by Engineer In-charge for the healthiness of Vehicles at the interval of every three (3) months. 9. Contractor shall mobilize the replacement for all the Vehicles deployed by him at site, immediately on any breakdown of the respective equipment / machinery / vehicle. 10. While executing the contract, if any legal situation, local litigations, etc. arises, it will be the responsibility of Contractor to manage amicably without any financial burden to GIPCL. 11. During execution of contract, Contractor shall follow all the safety norms, legal / statutory compliances, etc. as applicable time to time. 12. Contractor has to designate a person as a supervisor to look after and coordinate the daily activities. The supervisor shall report to concerned Engineer In-charge of GIPCL and get the job certified on daily basis. The daily reports duly certified by GIPCL Engineer In-charge shall be submitted along with the monthly bill and the payment shall be made on the basis of the same. 13. Mobilization period: Initial mobilization period from the Date of Award of contract shall seven (7) days. If the Contractor fails to mobilize sufficient resources to complete the job in time, GIPCL may execute the job through other agency at the risk and cost of the contractor. 14. All statutory requirements applicable for working in Power Plant and Mines area shall be adhered to and followed. 15. On completion of work, the Contractor shall promptly demobilize from the site and leave the place in a manner as directed by the OWNER / Engineer In-charge, including cleaning of the area. 16. Contractor shall report to AHS dept. for daily jobs. 17. No damages to GIPCL property or any public property shall be admissible. 18. All tools and plants and consumables shall be in the scope of contractor. 19. The following jobs shall be required to be executed as and when required basis: a) Cleaning of Roads as (i) connecting Fly Ash Silo – 3,4 to the main road for Lignite transportation, (ii) connecting road from Weighbridge to Security Office at Fly Ash Silo entry, (iii) connecting to weighbridge & truck entry main road (connected to state highway), which are nearby Fly Ash Silo (FAS-3, 4). b) The area surrounding all fly ash & bed ash silos. c) The parking area of trucks near weighbridge security office. d) 158 N road connecting fly ash silo-1 & 2 to bed ash silo-1 & 2. e) Sides of weighbridge near Fly ash silo 3 & 4. SPECIFIC REQUIREMENT Contractor shall submit copies of the following documents immediately on Award of Contract: Suitable / Valid Driving licenses for JCB Operator and Truck Drivers (of HMV / HCV category). R.C. book of Vehicles deployed at site. Valid Insurance coverage of Vehicles deployed at site. Valid Fitness certificates of Trucks / Dumpers Valid P.U.C of Trucks / Dumpers B. Disposal of Ash at pre-designated locations of Mines pit (i) Vastan Mines (south pit) situated at an approx. distance of 3 + 1 km (one way) from any of the Silos, (ii) Vastan Mines (north pit) situated at an approx. distance of 7 + 1 km (one way) from any of the Silos and (iii) Mangrol Mines pit situated at an approx. distance of 11 + 1 km (one way) from any of the Silos. In case of necessity, public road may have to be used for which lead may be slightly more. The transportation & disposal procedure shall be as follows: 1. Before using closed body Dumpers for dry Ash disposal, Contractor shall have to conduct the inspection of these Dumpers, in the presence of representatives of GIPCL and obtain clearance certificate after thorough inspection of these Dumpers. The validity of this certification shall be 3 months, within which the re-inspection shall be carried out and renewal certificate shall be provided to Contractor.

2. In normal day, Contractor shall deploy keep JCB / Loader, everyday, Loader from 8:30 AM to 5:30 PM. During requirement of execution in extended Hours, Contractor shall keep the JCB deployed till the execution of the job, for the day, as directed by Engineer In-charge. However in case of urgency, Contractor Bidder shall make the JCB available in one hour notice other than above time, if required so.
3. Contractor shall own Own / possess Possess minimum 1 No. multi-single axle Open Truck, which shall be deployed every day, Truck for transporting the collected Ash as above to a distance of about 7 km (one side) from any of the Silos, as directed by GIPCL’s Engineer In- In-charge.
4. The Contractor shall deploy for day to day job execution, the same (i) JCB or equivalent for accumulation / collection of Ash and (ii) Open Truck for transportation of this accumulated / collected Ash to designated locations, as per the ownership / possession shown of aforesaid machineries / equipments / vehicles in accordance with the minimum ‘Eligibility Criteria’ (Clause No. 5 of SECTION – A above).
5. The weighment shall be done at GIPCL’s WeighbridgeWeigh-bridge. Gate pass will be generated for each loaded trip after weighing. 1110. During execution of contract, Contractor shall follow all the safety norms, legal / statutory compliances, etc. as applicable time to time.
1211. Contractor has to designate a person as a supervisor to look after and coordinate the daily activities. The supervisor shall report to concerned Engineer In-charge of GIPCL and get the job certified on daily basis. The daily reports duly certified by GIPCL Engineer In-charge shall be submitted along with the monthly bill and the payment shall be made on the basis of the same.
1312. Mobilization period: Initial mobilization period from the Date of Award of contract shall seven (7) days. If the Contractor fails to mobilize sufficient resources to complete the job in time, GIPCL may execute the job through other agency at the risk and cost of the contractor.
1413. All statutory requirements applicable for working in Power Plant and Mines area shall be adhered to and followed.
1514. On completion of work, the Contractor shall promptly demobilize from the site and leave the place in a manner as directed by the OWNER / Engineer In-charge, including cleaning of the area.
1615. Contractor shall report to AHS dept. for daily jobs.
1716. No damages to GIPCL property or any public property shall be admissible.
1817. All tools and plants and consumables shall be in the scope of contractor.
1918. The following jobs shall be required to be executed as and when required basis:
a) Cleaning of Roads as (i) connecting Fly Ash Silo – 3,4 to the main road for Lignite transportation, (ii) connecting road from Weighbridge to Security Office at Fly Ash Silo entry, (iii) connecting to security office, weighbridge & truck entry main mines road (connected to state highway), which are nearby Fly Ash Silo (FAS-3, 4).
b) The area surrounding all fly ash & bed ash silos.
c) The parking area of trucks near weighbridge security office.
d) 158 N road connecting fly ash silo-1 & 2 to bed ash silo-1 & 2.

(i) Vastan Mines (south pit) situated at an approx. distance of 3 + 1 km (one way) from any of the Silos, (ii) Vastan Mines (north pit) situated at an approx. distance of 7 + 1 km (one way) from any of the Silos and (iii) Mangrol Mines pit situated at an approx. distance of 11 + 1 km (one way) from any of the Silos. 4. Contractor will ensure that during loading & transportation of dry ash, there is no spill over from truck. If any spillover of ash is there during loading at Silo or Transportation, Contractor has to immediately clean the area at their cost immediately.
5. While executing the contract, if any legal situation, local litigations, etc. arises, it will be the responsibility of Contractor to manage amicably without any financial burden to GIPCL.
6. During execution of contract, Contractor has to follow safety norms, legal / statutory compliances, etc. as applicable time to time.
7. Followings are the pre-designated locations of Lignite Mines pit where Contractor shall have to transport Ash up to and dispose Ash: • Lignite Mine pit at Vastan (south) which is about 3 + 1 km away from any of the Silos. One way distance about 3 + 1 km. • Lignite Mine pit at Vastan (north) which is about 7 + 1 km away from any of the Silos. One way distance about 7 + 1 km. • Lignite Mines pit at Mangrol Mines which is about 11 + 1 km away from any of the Silos. One way distance about 11 + 1 km. Contractor shall transport and dispose Ash at above mentioned locations. Contractor shall quote rates considering only the transporting of Ash & Un-loading this Ash at the above pre-designated locations.
8. The prime responsibility of Contractor shall be to empty the Silos on daily basis, as and when required, as directed by Engineer In-charge. The number of closed body Dumpers required as mentioned in the ‘Eligibility Criteria’ is tentative. Contractor shall have to deploy more Nos. of Closed body Dumpers, if at all required as intimated by Engineer In-charge, for emptying of the Silos. The quantity to be transported will be decided & communicated by Engineer In-charge on day to day basis, which is to be strictly followed by the contractor.
9. Mobilization period: Initial mobilization period from the date of Award of Contract is seven (7) days. If the contractor fails to mobilize sufficient resources to complete the job in time, GIPCL may execute the job through other agency at the risk and cost of the contractor.
10. All statutory requirements applicable for working in Power Plant and Mines area shall be adhered to and followed.
11. The total estimated quantity of ash to be disposed may be up to 40,000 MT per Annum during the Contract. The quantity of ash may vary depending on the performance of the Plant, volume of Rain fall, the off take of Ash by the local land losers / brick manufacturers etc. If the rainfall shall be less, Company shall allow to the local land losers / brick manufacturers only to lift the ash, as much quantity as they will lift. The remaining quantity of ash is to be disposed by the Contractor. No any request regarding the idle charges of machineries / equipments due to any reason whatsoever shall be entertained by GIPCL.
12. On completion of work, the Contractor shall promptly demobilize from the site and leave the place in a manner as directed by the OWNER/Engineer In-charge, including cleaning of the area.
13. Contractor shall report to Ash Handling dept. pertaining to any issue regarding the Disposal of Ash at pre-designated locations of Mines pit.
14. No damages to GIPCL property or any public property shall be admissible.
