EIC Pilot Rates. The EIC pilot rates for electronic mail, e-Cards, photos, video clips, and entertainment are found in Bidder’s Library. The EIC provides indigent inmates, as defined in the CDCR DOM 54010.5, with five (5) free stamps per week to be applied toward email communication.
