Employee Training and Development. The Management and the Union agree that the training and development of employees within the unit can help significantly to improve the efficiency and effectiveness of operations. Insofar as necessary to develop the skills, knowledges, and abilities needed in the performance of official duties, the Employer will provide employee on-the-job training in areas that are directly related to FGIS programs. Such techniques as interchanging employees between work assignments, detailing employees to other Field Offices and Headquarters, and conducting grading demonstrations, seminars, and courses may be used.
