Framework for Action. As outlined in the scope, this document is a first step in the process of implementing an adaptive international species management plan which, in reference to Appendix 3, requires setting up a management framework. This includes agreement on the following goal, objectives and key actions, captured at the first international stakeholder workshop (November 2010) and subsequently expanded upon.
