Grievances, Complaints and Arbitration. ‌ 34.1 All parties agree to try to settle any grievances or complaints that might arise out of the application of this Agreement, and the following procedure shall be the sole procedure for doing so. 34.2 If there is a breach of any provision of this Agreement, or if the breach of any provision of this Agreement is the result of an agreement reached between the City and an employee without the approval of the Union, the Union will have the right to take up such breach with or without the consent of the employees or employee involved.
