Ground Rules for Mid-term Bargaining. The following ground rules apply to all mid-term bargaining entered into as a result of changes initiated by either PARTY and any corresponding obligation to bargain over such changes under 5 U.S.C. Chapter 71. These ground rules are intended to supplement the procedure set forth in this Agreement, and may only be changed by mutual consent.
