Initial Meeting. Issues proposed for negotiations shall be submitted in writing for mutual exchange between the Association and the Board at the initial meeting set for such purpose. Original proposals shall be written and in language suitable for inclusion in the final Agreement. After the first meeting, no new proposals shall be submitted by either party unless by mutual agreement.
