Integrated Digital Loop Carriers. Where BellSouth uses Integrated Digital Loop Carrier (IDLCs) systems to provide the local loop and BellSouth has an alternate facility available, BellSouth will make alternative arrangements to permit DeltaCom to order a contiguous unbundled local loop. To the extent it is technically feasible, these arrangements will provide DeltaCom with the capability to serve end users at the same level BellSouth provides its customers. If no alternate facility is available, BST will utilize its Special Construction (SC) process to determine the additional costs required to provision the loop facilities. DeltaCom will then have the option of paying the one-time SC rates to place the loop facilities or DeltaCom may chose some other method of providing service to the end-user (e.g., Resale, private facilities, etc.)
