Intended Outcome. The purpose of the Agreement and this CA is to increase the distribution and resiliency of the Oregon chub within its historic range by creating refugia populations, by improving the quantity and quality of habitat for existing natural populations, or by promoting natural movement and gene transfer among existing natural populations through the re-establishment of floodplain connectivity. This strategy decreases the risk of local extinction of Oregon chub through population dispersal and thus minimizes the probability that a single catastrophic event will simultaneously affect all populations. This strategy also recognizes the importance of habitat connectivity, which enables otherwise isolated populations to interbreed and increase their genetic variability and potential to evolve as environmental conditions dictate. The biological goal of this Agreement is to aid in Oregon chub recovery by establishing new populations and genetic reserves at refugia sites and by improving the connectivity. Together, these activities should increase the distribution, number and natural movement of populations, and achieve recovered status. To accomplish this goal, it is essential that the Cooperator, the Service, and the ODFW work together to provide suitable habitat for Oregon chub. Management activities undertaken pursuant to this CA are intended to result in additional refugia sites for new populations or improved habitat for Oregon chub.
