LAY-OFF AND RECALL. 14.01 13.01 (a) A layoff shall be defined as a reduction of the number of employees in the workforce and/or bargaining unit. It is understood that reductions in normal hours of work due to fluctuations in business volumes shall not be considered to be a layoff. In the event of such a reduction in the wage rate and/or normal hours of work, part-time employees will have their scheduled hours reduced prior to the scheduled hours of work of full- time employees.
