Layoff and Rehiring Procedure. (a) Both parties recognize that job security should increase in proportion to length of service. Therefore, in the event of a layoff, employees shall be laid off in the reverse order of their seniority provided that they are competent to do the work. (b) In the event a layoff appears to be for a period greater than thirty (30) working days, the employees in the bargaining unit having the most seniority shall be retained at work providing such employee(s) are reasonably competent to do the work. Employees shall be recalled in the order of their seniority provided that they are reasonably competent to do the work. (c) In the event of the elimination of any job in the bargaining unit, the employee(s) affected shall first exercise his seniority in his classification, then in the bargaining unit, in that order respectively.
