Letter of Substantial Completion. When the Works have been substantially completed to the reasonable satisfaction of the Inspector he shall issue forthwith a Letter to that effect on behalf of the Council to the Developer. The Developer shall for a period of 12 months after the date of issue of the Letter of Substantial Completion at its own expense make good to the reasonable satisfaction of the Inspector any material defects in the Works so certified and for whatever reason appearing within such period.
