Mitigating Measures. A DNS was issued for the zone change on July 29, 2013. In addition, the Council conditioned approval of the Ordinance upon Owners entering into a binding development agreement between the City and Owners to ensure that development and use of the Property is done in a way that adequately buffers and provides reasonable transition into the single-family land uses to the east as expressed above in Sub-Section 4.4.1.
