Mitigation Plan. When compensatory measures are appropriate, the applicant must develop and implement a mitigation plan prepared by a qualified professional. A mitigation plan must include, at a minimum: A. A description of the existing shoreline environment. B. A description of anticipated impacts. C. A description of how the mitigation plan addresses anticipated impacts, with supporting rationale. D. Drawings showing existing and proposed conditions. E. Measurable performance standards for evaluating the success of the mitigation plan. F. A contingency plan identifying potential courses of action if performance standards are not being met. G. A five-year maintenance and monitoring program, including: 1. A schedule for maintenance and monitoring. 2. A schedule for the submission of monitoring reports to the City to document milestones, successes, problems, and contingency actions. 3. A discussion of how monitoring data will be evaluated to determine if performance standards are being met. H. Financial guarantees to ensure the mitigation plan is fully implemented.
