National security requirements. Each MSP Operating Agreement shall require the owner or operator of an ▇▇▇- gible Vessel included in that MSP Op- erating Agreement to enter into an EPA pursuant to section 53107 of the MSA 2003. The EPA shall be a docu- ment incorporating the terms of the Voluntary Intermodal Sealift Agree- ment (VISA), as approved by the Sec- retary and the SecDef, or other agree- ment approved by the Secretaries.
