Net Neutrality. Recent changes by the Federal Communications Commission in their rules related to the issue of Net Neutrality have increased state’s interest in promulgating their own law, rule and policies on this topic. This solicitation will have no requirements related to Net Neutrality for the Master Agreements. It is anticipated, that this issue will be pertinent in the Participating Addendum process. Potential participating entities will be made aware of this consideration by the Lead State in a reasonable fashion.
