No Power to Modify. ‌ The Arbitrator shall receive and consider such material evidence and conditions as the Parties may offer and the Arbitrator deems relevant. In reaching its decision, the Labour Relations Board shall be governed by the provisions of this Agreement. The Labour Relations Board shall not be vested with the powers to change, modify or alter any of the terms of this Agreement.
