Non-permanent unit members who exhibit 31 performance deficiencies in the Formal Observation process, and have 32 received a “Needs Improvement” rating by the site evaluator in one or more 33 of the Standards upon which they are being evaluated, may be required to 34 participate in a Performance Improvement Plan; PAR may be one of the 35 components of any such Performance Improvement Plan. 1 2. The decision of the site evaluator to refer a non- 3 grievance procedure presented in Article XXIII of the Agreement.
