Notice to Commence Collective Bargaining. (a) Either party may give the other notice in writing of its intention to commence bargaining with a view to striking a new Agreement not less than 60 nor more than 120 days prior to the expiry date of this Agreement. At the first meeting between the parties following such notice, the parties will simultaneously exchange their respective total proposal, whereupon neither party will table any further new and unrelated proposal except by mutual agreement. Notwithstanding the above, the parties may, by mutual agreement, adopt a different procedure. (b) Where notice to commence collective bargaining has been served by either party, a negotiating committee will be appointed normally consisting of 3 persons appointed by the Employer and 3 persons appointed by the Union. (c) Any notice required will be deemed to have been sufficiently given or served if personally delivered or mailed in a prepaid registered envelope. Where notice is mailed in a prepaid registered envelope addressed to the appropriate party, it is deemed to have been received within 2 days of the date of mailing. (d) Notice for the purpose of this Agreement will be addressed in the case of the Employer, to the Staff Liaison, or in the case of the Union, to the Labour Relations Officer assigned to the bargaining unit.
