Notification of Applicants. (a) The Employer shall notify the local of the applicants for the job and of the seniority of the applicants. (b) The local shall have the right to have an observer present during all aspects of in-house competition. The process for scheduling and conducting interviews shall be the subject of Joint Consultation Committee meetings, as shall be the procedure for notifying the Employer of the identity of the union observer. (c) All applicants from within the bargaining unit shall be granted interviews. (d) There shall be no outside advertising until it is determined that there are no in-house qualified applicants. Employment equity will be considered in filling all positions staffed from outside the bargaining unit.
