Notification of Service Procedures. Franchisee shall furnish each Subscriber at the time service is installed, written instructions that clearly set forth information concerning the procedures for making inquiries or complaints, including Franchisee’s name, address and local or toll free telephone number. Franchisee shall give the City and subscribers at least thirty (30) days prior notice of any rate increases, channel lineup or other substantive service changes.
