The 'Open access to scientific publications' clause requires that research findings resulting from a project or agreement be made freely available to the public, typically through open-access journals or repositories. This clause applies to articles, papers, and other scholarly outputs, ensuring that anyone can read, download, and share the work without paywalls or subscription barriers. Its core function is to promote transparency, accelerate scientific progress, and maximize the dissemination and impact of research by removing access restrictions.
Open access to scientific publications. (HE) — In addition to fulfilling the other costs eligibility criteria, publication fees are ONLY eligible when publishing in full open access publishing venues (see Annex 5 HE MGA).
Open access to scientific publications. 8.4.5.1. Each Party shall ensure open access (free of charge, online access for any user) to all peer-reviewed scientific publications relating to its Results. In particular: (a) as soon as possible and at the latest on publication, deposit a machine-readable electronic copy of the published version or final peer-reviewed manuscript accepted for publication in a repository for scientific publications. Moreover, the Parties must aim to deposit at the same time the research data needed to validate the results presented in the deposited scientific publications. (c) ensure open access — via the repository — to the bibliographic metadata that identify the deposited publication, which must include a persistent identifier.

Beneficiaries must ensure that they (or the authors) retain sufficient Intellectual Property rights to comply with their open access requirements.

Moreover, the confidentiality aspects have been duly considered in the preparation of this document in order to not compromise the protection of project results and legitimate interests of project partners.
