Operations and Maintenance Manual. The Operators and each Operator shall, through the Facility Manager, prepare or have prepared an operations and maintenance manual (the “Operations Manual”) that addresses the operation, maintenance and repair of the Consolidated Rental Car Facility and Rental Car Facility Site other than the Fuel Facilities (which shall be the responsibility of the Fuel Facility Manager). Subject to the Port’s reasonable concurrence, either the Facility Manager or the Fuel Facility Manager shall be responsible for the QTA Equipment and the Operator Vehicle Maintenance Equipment. The Operations Manual shall: (i) be consistent with the standards and operating requirements attached hereto as Exhibit H, (ii) be provided to the Port at least thirty (30) days before the Deadline for Substantial Completion or not more than thirty (30) days after any update, (iii) be prepared in coordination with Port staff, (iv) with respect to any equipment located in, on or about the Consolidated Rental Car Facility or Consolidated Rental Car Facility Site, be consistent with warranty requirements, manufacturer’s recommendations and Best Management Practices approved by the Port, (v) be consistent with all Legal Requirements, (vi) be consistent with the Pollution Prevention Plan and Spill Pollution Control and Countermeasure Plan, (vii) be updated to address future changes in Consolidated Rental Car Facility and/or Consolidated Rental Car Facility Site activities or facilities, and (viii) in the event of any apparent overlap between the requirements of the Facility Manager and Fuel Facility Manager under this Lease Agreement, identify (subject to the requirements of Section 19.1.2.2) the party primarily responsible for satisfying any such requirement and shall (again, subject to the requirements of Section 19.1.2.2) specifically provide the party primarily responsible for each element of the Pollution Prevention Plan and the Spill Pollution Control and Countermeasure Plan. If the Facility Manager is responsible for the QTA Equipment and Operator Vehicle Maintenance Equipment, the Operations Manual shall further be consistent with Environmental Law, and without limiting the generality of the foregoing, Washington State Department of Ecology’s Underground Storage Tank Regulations (WAC 176-360), and Puget Sound Clean Air Agency Regulations and Order of Approval. Operations and Maintenance Manual. A Wastewater Treatment Facility Operations and Maintenance Manual will provide the operators with comprehensive guidance, procedures, and the necessary technical references to efficiently operate the facility with a high level of confidence. This Manual will increase the efficiency of facility staff, improve operational practices, and moderate utility cost. The Operations and Maintenance Manual can provide the Wastewater Treatment Facility with a level of security during times of breakdowns and staff turnover, by providing dependable easy to read guidance to operators. A well-run Wastewater Treatment Facility should depend on their Operations and Maintenance Manual as a “Go To” reference document that clearly details the everyday happenings at the facility. The Fairfield Wastewater Treatment Plant is designed to effectively treat raw wastewater by biologically digesting the majority of the organic waste and other major constituents, thereby producing a treated wastewater suitable for surface water discharge. This system depends on physical and biological processes to treat wastewater. It is vital for the Wastewater Treatment Facility staff to have a good reference manual to help maintain federal, state, and local compliance with the Clean Water Act. Operations and Maintenance Manual. Resident Project Representative will develop Operations and Maintenance (O&M) information to include in District’s on-line Operations and Maintenance Manual. This information will be directly entered into the SharePoint manual for review by the manual administrator. The effort will consist of updating existing information within the manual for the HVAC control system and daylighting / lighting control system. Edits shall be as defined in Appendix A. Operations and Maintenance Manual. The Contractor shall supply three (3) copies of a Site-specific Operations and Maintenance Manual (“O&M Manual”) for each Project upon the Host’s approval of the Acceptance Test Report for a Project. The O&M Manual shall contain: a. A basic written description of Project and components including location plan of each component; b. One-line schematic of Project; c. Three-line diagram of Project; d. Start-up and shut down procedures incorporating Site-specific photos of all components involved (e.g., AC and DC disconnects, inverters, circuit breakers); e. Safety provisions including emergency contact information; and f. The information required under Section 4(c)(v)(A) and 4(c)(v)(B) above. The Contractor shall review the O&M Manual with Site personnel immediately following startup so that Site personnel may be able to troubleshoot in the case of an emergency; provided however, Site personnel will have no responsibility for operating, maintaining, and/or disconnecting the Project.

Operations and Maintenance Manual. The Company shall provide to the City and the Authorized City Representative a detailed description of the electronic operations and maintenance manual which the Company is required to provide pursuant to and in conformance with Section 9.1.3 of Schedule 9. Such detailed description shall describe, among other things, the Operation and Maintenance Manual’s features, and provide a content and organizational overview, and shall be delivered to the City within the time frame set forth in Schedule 12.

This manual will explain the various primary modes of operation that may be used, including both normal operation and initial emergency operation procedures. Where appropriate, reference will be made to the manufacturer’s detailed O&M submittals. It will include instructions for process operations and test or laboratory procedures that may be required to monitor the performance of the facilities. The manual will be suitable for use as an operational tool and to facilitate operator training. The manual will be produced in a computerized format using a District-provided template. A draft O&M manual shall be submitted for District review prior to 50% completion of construction. Consultant shall incorporate District review comments into the final document.
