The Operations Division clause defines the responsibilities and structure of the part of an organization tasked with managing day-to-day business activities. Operations Division. The hours of duty shall be averaged at forty-two (42) hours per week based upon a seven (7) day week. A work week shall consist of two (2) consecutive ten (10) hour day shifts commencing at 08:00 hours, immediately followed by twenty-four (24) hours off duty, immediately followed by two (2) consecutive fourteen (14) hour night shifts commencing at 18:00 hours and then four (4) days off.

Operations Division. Operations Division staff who are qualified to Lieutenant and Captain at 2009-JAN-19 are grandfathered as being qualified and are not required to complete any of the required NFPA 1021 Level I and II courses. Operations Division staff who are involved in the NFRODP officer certification process at 2009-JAN-19 shall be deemed to have successfully completed NFPA 1021 Level I. These employees will be required to complete NFPA 1021 Level II certification under this Article. All Operations Division staff employed by the Department at 2009-JAN-19 shall be deemed to have successfully completed the NFPA 1001, Level II and NFPA 1002. When an employee starts the program for certification under NFPA 1021 Level I or Level II pursuant to this Article and the qualification standards at the applicable level change before the employee completes that level, the qualification standard that was in effect at the time the employee started the certification process at that level will continue to apply, not the changed standard for that level. If a candidate is required to travel in order to take the Officers’ certification program courses, the City’s policy in effect at the time regarding the reimbursement of travel expenses will continue to apply. A ▇▇▇▇ of seventy-five percent (75%) will be required to pass the applicable NFPA 1021 courses (including written and oral assignments and examinations and required practical examinations). When a candidate fails to achieve the required NFPA 1021 certification to advance into either the Acting Lieutenant’s Pool or the Acting Captain’s Pool, the candidate will be permitted to rewrite the required examinations within ninety (90) calendar days of receiving previous examination results. Failure to pass the required examinations on this second (2nd) attempt will disqualify the candidate from NFPA 1021 certification at that time. The candidate may however apply to take the next NFPA 1021 certification course at the failed level that is offered by the Department. In the unlikely event of a failure to pass the required examinations a third (3rd) time, the Fire Chief will evaluate each case on its own merits for future consideration regarding examination eligibility. Qualifications Requirements:

Operations Division. Firefighters who have completed 6years of service by December 31st of the year in which a promotional exam process is taking place are eligible to write a promotional exam for Captain. Captains must have 4 years in the rank of Captain by December 31st of the year in which a promotional exam process is taking place to be eligible to write a promotional exam for District Chief. District Chiefs must have 2 years in the rank of District Chief by December 31st of the year in which a promotional exam process is taking place to be eligible to write a promotional exam for Platoon Chief. A promotional process for all ranks will be held every 2 years. The promotional exam will consist of 100 multiple choice questions relevant to the position being tested for, which will be taken from a bank of questions. A mark of 85% must be achieved to successfully pass and qualify for promotion and place on the promotional list. The promotional list will take effect on January 1st of the year following the exam. The bank of questions, not exceeding 600, including answers, will form the study package which will be made available to all personnel in January of the year in which the promotional exams take place. Personnel will be provided 60 days’ notice of the date of the promotional exams. Personnel achieving a mark of 85% and above will be assigned a promotional number based on seniority. Seniority for the purpose of the promotion to the rank of Captain is Departmental Seniority. Seniority for the rank of District Chief would be seniority in the rank of Captain and Departmental Seniority as a tie breaker. Seniority for the rank of Platoon Chief would be seniority in the rank of District Chief and Departmental Seniority as a tie breaker. Personnel on the promotional lists must re-qualify every 2 years to maintain their standing number on the promotional list. If a member is unsuccessful at re-qualifying they will lose their standing. That member may write again in 2 years and their standing will be determined by seniority within the group writing at that time.
