Operations Support Systems. (OSS) 47.1. Embarq will offer unbundled access to Embarq’s operations support systems to the extent technically feasible in a non-discriminatory manner at Parity. OSS consists of pre- ordering, ordering, provisioning, maintenance and repair, and billing functions supported by Embarq’s databases and information. The OSS element includes access to all loop qualification information contained in Embarq’s databases or other records, including information on whether a particular loop is capable of providing advanced services.

Once BA has developed a pre-order loop qualification database for xDSL-compatible ULLs in the District of Columbia, and either (i) makes the database available to other Telecommunications Carriers, or (ii) utilizes the database in its own retail operations on a routine basis, it shall provide Covad nondiscriminatory access to such database, at rates and charges to be determined. Nothing in this subsection shall restrict Covad's ability to obtain access to any operational support systems ("OSS") that BA makes generally available to any other Telecommunications Carrier in the state.

All such transactions shall be submitted by Level 3 through such electronic interfaces; provided, however, that in the case of a new or materially modified electronic interface, the Parties shall work cooperatively to transition within a commercially reasonable period of time to the use of any such new or materially modified interface.

Operations Support Systems. Subject to the conditions set forth in Section 1 of this Attachment and in Section 2 of the Additional Services Attachment, Verizon shall provide Intrado with access via electronic interfaces to databases required for pre-ordering, ordering, provisioning, maintenance and repair, and billing. Verizon shall provide Intrado with such access in accordance with, but only to the extent required by, the Federal Unbundling Rules. All such transactions shall be submitted by Intrado through such electronic interfaces.

Operations Support Systems. Subject to the provisions set forth in Sections 1 and 2 of this Attachment and in Section 8 of the Additional Services Attachment, Verizon, for the UNEs that are available under this Agreement for so long as they remain available as UNEs, shall provide CLEC Party with access via electronic interfaces to databases required for pre-ordering, ordering, provisioning, maintenance and repair, and billing. Verizon shall provide CLEC Party with such access in accordance with, but only to the extent required by, the Federal Unbundling Rules. All such transactions shall be submitted by CLEC Party through such electronic interfaces.
