Developer will design and procure the System Upgrade Facilities, and Con Edison will perform this upgrade work for Developer as follows:
(1) At East 13th Street Substation, Con Edison will construct and install the following equipment:

Other System Upgrade Facilities. 1. 115 kV Transmission Work at the Point of Interconnection
Other System Upgrade Facilities. The interconnection of the Small Generating Facility will require the following System Upgrade Facilities at the Connecting Transmission Owner’s Meco and Rotterdam Substations.
Other System Upgrade Facilities. The interconnection of the Small Generating Facility will be accommodated by modifications at Connecting Transmission Owner’s existing Battenkill and Schaghticoke Substations.
Other System Upgrade Facilities. The interconnection of the Small Generating Facility requires system modifications at Connecting Transmission Owner’s existing Inghams and Fairfield Substations as further described below.
1. Inghams Substation
Other System Upgrade Facilities. The Large Generating Facility will interconnect via the ▇▇▇▇▇▇▇ Avenue Substation. The Connecting Transmission Owner shall engineer, design, and procure all materials, and construct and install modifications or additions to expand the existing ▇▇▇▇▇▇▇ Avenue Substation from a 5-breaker right bus to a 6-breaker ring bus configuration. The expansion of the ▇▇▇▇▇▇▇ Avenue Substation will include the following major electrical equipment: • demolition of existing breaker and disconnect switch foundations; • foundations: bus support structures, equipment structures, and circuit breakers; • grounding: SUF grounding shall be in accordance with IEEE Std. 80 and Connecting Transmission Owner standards and would be an expansion of the grounding system existing in ▇▇▇▇▇▇▇ Ave Substation, and be coordinated with the CTOAF grounding work in the yard. A grounding study shall be conducted to ensure that grounding requirements of Connecting Transmission Owner are met; • conduit and cable trench systems; • one (1) 145 kV, 3000 A, 63 kA SF6 circuit breaker and accessories (approved manufacturer: ABB); • two (2) 138 kV, 3000 A, TPST, vertical break disconnect switches, with arcing horns and auxiliary switch contacts (approved manufacturers: ▇▇▇▇▇▇▇▇▇▇ Price, Southern States); • three (3) 138 kV PTs, relay accuracy (approved manufacturers: ITEC, Trench); • 138 kV bus structures; • disconnect switch and PT structures; • salvage, and relocation of one 145 kV, 3000A, SF6 gas filled circuit breaker; • salvage, and relocation of one 138 kV, 3000 A, TPST, vertical break disconnect switch; • two (2) bus differential and breaker failure protection panels; • protection relays and control switches; and • power, protection, control, and communication cables.
Other System Upgrade Facilities. The interconnection of the Small Generating Facility will be accommodated by modifications at Connecting Transmission Owner’s existing Mohican and Schaghticoke Substations.
Other System Upgrade Facilities i. Physical Interconnection to 115 kV Facilities
Other System Upgrade Facilities. The Developer shall perform its responsibilities described in this Section 2(b) of Appendix A in accordance with the Connecting Transmission Owner’s requirements, as described above in Section 1(a) of this Appendix A, and the other provisions of this Agreement applicable to System Upgrade Facilities to be engineered, designed, procured, constructed and installed by Developer, including Article 5.2.
i. Transmission Line Facilities The Developer shall be responsible for designing, engineering, procuring, constructing, and installing overhead and riser poles in connection with the line break of Connecting Transmission Owner’s existing 69 kV transmission line. In addition, the Developer shall engineer, design, construct, and install, and the Connecting Transmission Owner shall procure, approximately 0.6 miles of 69 kV 2500 kcm cu XLPE cable to loop in (0.3 miles) and out (0.3 miles) of the existing transmission line into the ▇▇▇ ▇▇▇▇▇▇ ▇▇▇▇▇▇ Substation. The Connecting Transmission Owner shall perform design review, oversee construction, test, and commission the facilities constructed by the Developer.
ii. Protection SUF at Ridge Substation The Connecting Transmission Owner will perform line protection upgrades at the Ridge Substation on transmission line No. 69-883. The Ridge Substation will require the following major electrical equipment: • Line Current Differential Relay, ▇▇▇▇▇▇▇▇▇▇ Eng Lab Type SEL 311L, Cat. iii. Protection SUF at Wildwood Substation The Connecting Transmission Owner will perform line protection upgrades at the Wildwood Substation on transmission line No. 69-883.
