Other Union Representatives. 1. To provide ▇▇▇▇▇▇▇ service to a number of small installations where a ▇▇▇▇▇▇▇ is not provided, a Union representative (area, assistant state ▇▇▇▇▇▇▇, or state ▇▇▇▇▇▇▇) certified to the Em- ployer in writing and compensated by the Union may perform the duties of a ▇▇▇▇▇▇▇. 2. Under the above conditions, except for the written certification, the state ▇▇▇▇▇▇▇ may also act in the absence of a local ▇▇▇▇▇▇▇. 3. The assistant state ▇▇▇▇▇▇▇ or state ▇▇▇▇▇▇▇ may handle a particular grievance in lieu of the local ▇▇▇▇▇▇▇ only upon writ- ten notification by the state ▇▇▇▇▇▇▇ to the local management.
