Paramedic Program. Should the City Council elect to bring the outside privately contracted dedicated paramedic program into the Department, the Parties agree to meet and confer on all mandatory subjects of bargaining in a timely manner.
Paramedic Program a. For the term of this agreement, in recognition that ▇▇▇▇ Valley Paramedic Authority reimburses ▇▇▇▇ Valley Fire Department for the cost of the engine company paramedic program, State licensed, Marin County accredited Captain or Firefighter/ Paramedics who are designated and serving as a Paramedic on an engine company shall receive a professional pay differential equal to 11 percent of base salary. This differential shall be based on and added to the current step of the Captain or firefighter/paramedic.
b. Personnel designated and serving as Firefighter/Paramedic shall be expected to continuously maintain their Marin County Paramedic Accreditation unless released from the requirement by the Department. A firefighter/paramedic, upon promotion to Captain, will no longer be eligible for paramedic incentive pay, used to fill minimum daily paramedic staffing, and will be responsible for maintaining his/her certification if he/she desires to continue to remain paramedic certified in Marin County. Individuals currently working as Captain/Paramedic prior to July 1, 2015 may continue to work as a paramedic, including minimum daily paramedic staffing. A Captain or Firefighter/Paramedic who wishes to drop the County certification and stop functioning as a Captain or Firefighter/Paramedic will only be allowed to do so at the time of designation of a new Firefighter/Paramedic or, with the approval of the Chief, for valid reasons and will no longer be eligible for professional pay differential.
c. The Department will set as a minimum standard for Paramedics the possession of current certificates for PALS or equivalent, PHTLS or equivalent and ACLS. It will be the individual responsibility of each Paramedic to maintain these certifications and any others mandated by the State of California and/or the County of Marin. All such recertifications will be completed by each paramedic in a timely manner so that no portion of a certification or minimum standard lapses during the course of employment as a Firefighter/Paramedic by the ▇▇▇▇ Valley Fire Department.
d. It is recognized that the maintenance of professional competency is the joint responsibility of the RVFD and each paramedic. The Department will allow each paramedic thirty two (32) hours per calendar year to maintain these skills. Paramedic Program. Parties agree to abide by the terms of the Letter of Understanding dated October 20, 1999. (Appendix D)
Paramedic Program. 6.10.1 Firefighter/Paramedics with county certification assigned to ALS service (minimum one per apparatus plus 2 additional per shift) shall receive education pay equal to 11% of their base pay. Firefighter/Paramedics may request to de-certify as assigned Paramedics if it will not bring the total number of Firefighter/Paramedics below the minimum. Firefighter/Paramedics with state certification shall receive education pay equal to 3% of base pay and is only available to the three employees who had been receiving it that were hired prior to 2012. This education pay shall be eliminated at the retirement or separation of the current three employees that are eligible to receive it.
6.10.2 Captain/Paramedics shall not normally be assigned to ALS service or be included in the required number of Firefighter/Paramedics. Captain/Paramedics who maintain county certification shall receive education pay equal to 8% of their base pay. Captain/Paramedics shall be required to provide ALS service when there is an insufficient number of Firefighter/Paramedics on duty. In the event staffing levels are high enough that there is not a need to hire back personnel AND there are not enough Firefighter/Paramedics on duty to meet the requirement of one Paramedic per ALS company, on duty Captain/Paramedics shall be used to meet the one Paramedic per ALS company requirement. To meet daily staffing needs, on duty Firefighter/Paramedics shall be moved as necessary. To meet staffing needs due to long-term vacancies, Firefighter/Paramedics shall be reassigned to maintain a balance between the shifts and provide one Firefighter/Paramedic per ALS Company. During the bidding process, Captain/Paramedics will not be considered as filling the Paramedic requirement of one Paramedic per ALS Company.
Paramedic Program. 1. Paramedic Premium Pay
Paramedic Program. 15.01 Seniority is weighted 10% as previously discussed.
15.02 A Paramedic list shall be established by the Fire Chief. It will consist of the names of employees who are paramedic certified and participating in the department’s Paramedic Program.
15.03 Paramedic Trainees shall serve a trial period beginning with their entrance into the training program and extending through the first 121 days worked after they are certified as a paramedic and participating in the Paramedic Program. This includes vacation and work reduction days. During this trial period, the Fire Chief may decide to drop an individual from the program without recourse to any grievance or appeal procedure or the employee may decide to drop out of the program with the Fire Chief having no right to discipline or discharge the individual if he/she were originally hired prior to the date of this agreement (1/1/03).
15.04 Employees originally hired prior to 1/1/03 who do not successfully complete paramedic training shall resume their normal duties and rank as if they had not participated in the Paramedic Program.
15.05 New hires who are certified as paramedics before being hired will maintain such certification for a period of four (4) years, beginning with their date of hire.
15.06 As a condition of passing their trial period, paramedics shall commit in writing that they shall maintain paramedic certification and status in the department’s Paramedic Program for an additional six(6) year period. If the paramedic desires to terminate his/her participation in the Paramedic Program at the end of this commitment period, or anytime thereafter, he/she shall provide twelve (12) months written advance notice to the Fire Chief. The paramedic shall take and successfully complete required training during the notice period so that he/she shall keep current with new required medical practices or techniques. Employees assigned as paramedics who wish to exit the program during the commitment period may do so only with the approval of the Fire Chief. Paramedic Program. As of the date of implementation of this MOU, a Paramedic Program was in a “pilot” phase. The City Council shall decide by October 1, 2020 whether to continue such Program on an ongoing, non-pilot basis. If the City Council, in its discretion, determines to continue the Paramedic Program, a five percent (5%) premium based on the top step firefighter wage rate will be conferred for those paramedics assigned by the Fire Chief to participate in the program effective October 1, 2020. Effective January 1, 2021, the paramedic pay premium will increase to ten percent (10%) based on top step firefighter wage rate for those paramedics assigned by the Fire Chief to participate in the program.
Paramedic Program. On September 2, 2004, the ▇▇▇▇ Valley Paramedic Authority (RVPA) approved a funding request by the Larkspur Fire Department to implement an Engine Company Paramedic Program. The funding does not increase daily staffing. It provides for differential pay, equipment and training coverage. Currently, the RVPA has authorized atotal of up to seven Paramedics for the Larkspur Fire Department. As a result of the consolidation between Larkspur and Corte Madera Fire, a specific Firefighter Paramedic classification was created and Paramedic differential pay was incorporated into the base salary of the classification. Previous Paramedic differential pay was also considered in setting the salaries of other classifications. The Authority shall utilize a Firefighter Paramedic classification for its paramedic programs. The Firefighter Paramedic classification shall not receive a differential for performing basic paramedic duties. The base salary for the Firefighter Paramedic classification includes the appropriate compensation for paramedic duties. Engineer: An Engineer who is performing paramedic duties shall be eligible for a 4% paramedic differential. Fire Captain: A Fire Captain who is performing paramedic duties shall be eligible for a 4% paramedic differential. Personnel serving as paramedics shall be expected to continuously maintain their Marin County paramedic accreditation. A paramedic may choose to no longer maintain accreditation and will therefore no longer receive a paramedic incentive pay. However, before discontinuing accreditation or if an employee wishes to no longer serve as a paramedic in the Authority, they must provide the Authority with advance notice. The Authority will then remove the employee from paramedic duty after a replacement has been secured.
