Procurement Modernization Project. The evaluation will include an analysis of the savings, improved quality, and increased efficiency of procurement service units. The methodology is expected to employ quasi-experimental techniques comparing PSUs that do not receive project support to those PSUs that do receive Project support. The methodology also will ensure similarity across key characteristics, such as levels of procurement flows, information technology capacity, and population size.
