Procurement Protest Procedure. Any proponent with concerns about the Solicitation process is required to attend a debriefing prior to proceeding with a protest. If, after attending a debriefing, the proponent wishes to challenge the Solicitation process, it should provide written notice to the Solicitation Contact in accordance with the procurement protest procedures below: A bid dispute must be submitted within 5 Business Days of the circumstances giving rise to the dispute.
