Aging Out Clients: Individuals reaching 60 years of age who are being transitioned from the Department of Children and Families Services Community Care for Disabled Adults or Home Care for Disabled Adults services to the department’s community-based services. Department of Elder Affairs Programs and Services Handbook (DOEA Handbook): An official document of the State of Florida, DOEA. The Handbook includes program policies, procedures, and standards applicable to agencies which are recipients of DOEA-funded programs, and providers of program-funded services. An annual update is provided through a NOI. Functional Assessment: A comprehensive, systematic, and multidimensional review of a person’s ability to remain independent and in the least restrictive living arrangement. DOEA form 701B is used by case managers to conduct the functional assessment.
