Public Involvement. The NRCS State Conservationist will ensure the public is involved in the development of this State-based Prototype Agreement and participates in Section 106 review as set forth above in Section V (reference to other parties).

Public Involvement. Public Involvement consists of comprehensive services in planning, scheduling, coordinating, conducting, documenting, and exhibit preparation for public involvement activities. These public involvement activities include but are not limited to Meetings with Affected Property Owners (MAPOs), public meetings, and steering committee meetings, stakeholder meetings, as well as developing media packets, maintaining public contact lists, public comment inventories, and associated summary reports. The ENGINEER shall perform the following tasks in public involvement:  Assist the State in conducting meetings with various agencies and to document and respond to issues related to the project’s study area.  Shall coordinate and assist the State’s Public Involvement Office (PIO) with any of their efforts regarding the project.  Participate in meetings with Affected Property Owners (MAPO) located within or near the project study area and stakeholder whose interest lays in the project study area.  Shall prepare the adjacent property owner list, mail out of meeting notices, notice of public meeting, draft letter to public officials, prepare and publish notices to major and local newspaper, reserve public meeting and hearing location, hire court reporter and law enforcement for public hearing, audio and visual rental equipment, and assist with conducting public meeting and hearing.  Assist in conducting public, steering committee, and stakeholder committee meetings during the project development process. The Engineer shall prepare exhibits, constraints maps, other necessary exhibits, and assist the State in the presentation.
Public Involvement. The Lead Agency will work with the Cooperating Agencies to assure the public outreach and notification is sufficient for any related decisions. As part of early scoping, the agencies will jointly develop a public involvement plan that will adequately meet the needs of the agencies.

Public Involvement. The Engineer shall assist the State in summarization of the proceedings of the public meetings, open houses and hearing, and MAPOs (if necessary) for inclusion in the environmental document.
Public Involvement. The Recipient shall determine the public interest in the proposed project and its potential to affect historic properties by informing the public about historic properties while meeting its public participation requirements as set forth in the regulations for CDBG and in complying with 24 CFR Part 58, which includes a requirement for a public notice. Recipients shall seek and consider the views of the public on their projects, in a manner that reflects the nature and complexity of the undertaking and its effects on historic properties, the likely interest of the public in the effects on historic properties, confidentiality concerns of private individuals and businesses, and the relationship of the Federal involvement to the undertaking. Contact should be made with local historic preservation commissions where they exist and with other groups or individuals interested in the type(s) of historic resource or area affected by the undertaking. Recipients shall notify the Agency and SHPO of the public interest in any project activities covered under the terms of this Programmatic Agreement. The Recipient, Agency, or SHPO may invite interested persons to participate as consulting parties in the Section 106 process in accordance with 36 CFR 800.3. At any time during the implementation of the measures stipulated in this Programmatic Agreement, should the public raise an objection pertaining to the treatment of an historic property, the Agency shall notify SHPO and take the objection into account. The Agency and SHPO, when requested by the objector, shall consult to resolve the objection. The Recipient is not required to cease work while the objections are being reviewed. Consulting parties and/or the public may request that the Council enter the consultation process. The Council will review 36 CFR 800 Appendix A, “Criteria for Council Involvement in Reviewing Individual Section 106 Cases” to determine if it is appropriate for the Council to enter consultation on a particular project.
Public Involvement. The NRCS State Conservationist shall seek comment from the Illinois State Technical Committee (which is comprised of various conservation organizations and individuals) in the development of this Illinois Prototype Programmatic Agreement. Public participation provisions that recognize the rights of private and tribal landowners must guide NRCS procedures designed to address regulations in 36 CFR 800.2(d). The majority of NRCS projects in Illinois involve one landowner on private land and the public is not notified of the project scope. When project complexity and scope involve multiple landowner s, as in watershed planning, then public meetings are held to involve the public in the planning process and to inform them of the project effects on historic properties.
Public Involvement. The Engineer shall develop communication tools to create public awareness and achieve meaningful public input regarding the study issues and corridor needs. The public involvement program will be tailored to suit the issues, impacts and communication style for each statewide study. The public involvement program will be consistent with federal and statewide planning regulations. It will be a “collaborative process” that is initiated early and will be proactive and continuous throughout the project. At the direction of the State, the Engineer shall perform the following public involvement items to include but are not limited to the following: a. Develop a public involvement plan that outlines specific dates for task implementation establishes approval and communication protocols and serves as a guidebook for public involvement activities. b. Create and maintain a database of stakeholders, public officials, local governments, emergency responders, civic leaders and those who have indicated an interest in the study, such as citizens providing written comments or sending e-mails. The database will serve as the project mailing list. All contacts will be recorded and included in study documentation. c. Prepare draft correspondence to the public and elected officials at the direction of the State. Electronic files of correspondence will be sent to the department along with an electronic file containing the names of elected officials from which a mail merge and mailing labels can be created. d. Prepare media releases and forward to the department for distribution. Media releases will announce public meetings and provide news about project progress. e. Produce newsletters at various milestones throughout the study. One at the onset of the project will serve as notification of the stakeholder forums/public meetings; the second will keep people informed about developing issues/alternatives; the third will inform people about analysis outcomes/alternatives identified as preferred, and one will provide information on the results of the study and will be distributed at the conclusion of the project. All newsletters will be printed in English with a space reserved in each newsletter that will provide contact information in Spanish. The Engineer shall write all printed materials, submit to the State for approval, make changes, coordinate production and arrange for mailing copies to names listed on the database.
