Public Users Subject to Easement Terms; Management Priorities; Rules; Closure. Subject to the restrictions set forth herein, including Grantor's reserved rights, Grantee may allow the use of the Easement Areas by Public Users for the Permitted Uses; provided that all Public Users shall be subject to the terms, limitations and restrictions set forth herein. And provided further that public use of the Easement Areas shall be permitted only to the extent such use is consistent with the following management priorities: public safety; preservation of the quality of the river experience; and protection of the environment and surrounding natural resources (“Management Priorities”). Grantee shall have the right to temporarily close the Easement Areas to public use pursuant to this Agreement from time to time as Grantee deems necessary to protect the Management Priorities and/or to carry out its maintenance, repair and management duties permitted or required under this Agreement.
