Purpose and Objectives of Agreement. The purpose of the Intermunicipal Agreement is to provide a mechanism (I) to finance, to construct and to operate a municipal waste disposal system to serve this Municipality and other municipalities within the County, (ii) to administer a Countywide recycling program, and (iii) to provide continuing municipal waste planning, as more fully set forth in the recitals to the Intermunicipal Agreement and this Part.
