PURPOSE OF THE FRAMEWORK AGREEMENT. 2.1 The purpose of this Agreement is to guide the conduct of treaty negotiations among the Nanaimo First Nation, Canada and British Columbia towards completion of the Final Agreement, and to set out the timing, process and substantive issues for the negotiations.
