Purpose of the Grievance Procedure. 7.1.1 It is the intent of the parties that grievances be settled at the lowest step possible. Both parties agree that these proceedings will be kept as informal and confidential as may be appropriate at any level of the procedure. 7.1.2 A grievance is a complaint by an employee, group of employees or the Federation that there has been a violation or a misinterpretation of the terms of this Agreement. Neither discharge of probationary employees during the school year, nor non-renewal of any employees at the end of the school year, nor matters listed in Section 16.1 unless otherwise specifically cited in the contract shall not be subject to the grievance procedure.
