Qualifications of the Team. The tenderer must provide suitable and professional key experts. All the experts must fulfil the following minimum criteria in terms of qualifications and profile: The team composition must have a relevant mix of skills in planning, budgeting, financial management, education administration, education policy formulation, development and execution, Education Sector Administration, Human Resource Management, Planning and Development, Policy, Organizational Development or the equivalent, organizational psychology and other related fields. • A minimum of a master’s degree in project planning and management, organizational development, human resource management, social work and social administration, development studies, leadership and management, or other capacity development related fields. • In- depth understanding and relevant knowledge and experience in Education sector at secondary school Level in Uganda (at least 5 years’ experience). • Proven experience/background in supporting institutions to develop strategic plans. • Extensive understanding of the policies in the education sector and experience in carrying out institutional assessments, with a bias in secondary Education. • Minimum of 5 years’ relevant professional experience in conducting organisational assessment and strategic plan development.
Qualifications of the Team. Mandatory requirements for the Expert: • an advanced degree in (development) Economics, Political Science, Law or related areas. • At least ten years’ experience in the field of policy and governance. • Proven experience conducting Political Economy Analyses (an example of relevant previous work mandatory and will be treated confidentially if required). • Proven experience working with the private sector, government as well as civil society. • Experience conducting political economy analyses for Anti-Corruption and Governance programmes and in any or all the sectors of Tourism, ICT Manufacturing Construction will be an added advantage. • Experience analysing political economy factors associated with sector reforms which increase Private sector participation will be an added advantage.
