Rating Definitions a. Meets or Exceeds the Evaluation Performance Standards
Rating Definitions. The evaluation rating scheme to be applied to the “Technical Evaluation Criteria” (Attachment 5)is defined in Attachment 7 entitled “Rating Definitions”. The plan described in Section L entitled, "Conflict of Interest Plan" will be evaluated as acceptable or not acceptable. Notwithstanding the evaluation of an offeror with respect to the technical evaluation criteria or the evaluation of an offeror's cost, an offeror that submits a plan that ultimately is unacceptable after the completion of negotiations will not be eligible for a contract award. The contractor's COI plan will be evaluated as part of the contractor's responsibility determination.
