Reassignment of Work Location. The agency head shall have the authority to transfer an employee from a position in one classification within the agency to a vacant position of the same classification within the same agency. If an employee desires to transfer to another position in the same classification within the same agency, the employee shall submit a request in writing to the department/agency head, stating the reasons for the requested transfer. The ability and competence of the employee shall be taken into consideration as well as the employee's work record before granting such a transfer request. If ability and competence are equal, the most senior employee will be transferred.
