Reassignments and Transfers. Except through the established disciplinary procedure, no employee shall be reassigned or transferred for the purpose of imposing discipline. The State and the Union shall meet in a Labor/Management Committee during the term of this Agreement to consider unit reassignment and statewide transfer practices. If the Committee reaches any conclusions concerning a plan for a modification of current reassignment and transfer practices, it shall reduce such conclusions to writing by March 1, 2002.
