RECOGNITION AND NEGOTIATIONS. (a) The Board recognizes the Canadian Union of Public Employees and its Local 5101 as the sole and exclusive collective bargaining agency for all of its employees save and except those specifically excluded by agreement or by law and hereby agrees to negotiate with the Union, or any of its authorized committees, concerning all matters affecting the relationship between the parties, aiming towards a peaceful and amicable settlement of any differences that may arise between them. The parties hereby agree to arbitrate the scope of the bargaining unit pursuant to Article 13. (b) Work of the bargaining unit: Work normally assigned to people within the bargaining unit shall not be undertaken by people outside the unit except in cases mutually agreed to by both parties.
